A file listing is not proof of local bytes
OneDrive Files On-Demand can show a file in Windows File Explorer before the full file is downloaded. Microsoft's status icons distinguish online-only, locally available and always-available files. An online-only video cannot be opened without internet access merely because its name and size appear in a folder. That is a storage-availability question before it is a decoder question.
Use this distinction for files you are authorised to download and keep. A cloud storage feature does not create offline rights for a streaming catalogue. Identify the actual file and its status rather than assuming that an application shortcut or saved media link is a local copy. A link can open a remote resource without containing the video itself.
Prepare before the journey
In a hypothetical presentation workflow, a creator places their own demonstration video in OneDrive and sees it listed on a laptop. Before travelling, they use the documented Always keep on this device option and allow the download to finish. They then test the file in the intended player. Both steps matter: requesting availability and completing the transfer are separate events.
Check available disk space and the sync state while the computer still has a trusted connection. Do not wait until a venue's network is unavailable to discover that the file is only a placeholder. If a folder contains many large files, choose the required authorised items deliberately rather than requesting an entire library that cannot fit on the device.
Distinguish temporary local availability from retention
A locally available file can be opened offline, but storage-management settings may later make such files online-only. Microsoft distinguishes that state from files explicitly marked to remain on the device. Recheck the relevant status before an important offline session, especially after a cleanup or storage policy change. A successful test weeks earlier is not a current availability check.
Avoid using Free up space on a needed file immediately before travel. That command serves a different goal: reducing local storage use while preserving the cloud representation. It is not the same as deleting the cloud file, but it can remove the local availability you were counting on. Read the actual command and consequence rather than treating every storage action as cleanup.
Test the intended offline task
Once the file is fully present, perform a short offline playback check through the intended local path, when doing so will not interrupt other work. Confirm picture, sound and any required local caption file. A cloud preview working in a browser does not establish that the desktop player supports the downloaded container and tracks.
Keep the preparation note modest: the named authorised file is stored locally, the required companion files are present, and the chosen player completes a short offline test. This does not promise that the whole cloud library is offline or that a streaming account works without a network. It establishes the readiness of one concrete local-media task.
Questions answered
Why does the file appear in Explorer when it is not offline-ready?
Files On-Demand can display an online-only placeholder. Check its documented status icon and download state.
Is a locally available file always kept on the device?
Not necessarily. Microsoft distinguishes locally available files from those marked Always keep on this device; storage-management settings can affect the former.
