Completion changes the context
R&A Rule 5 allows specified putting or chipping between holes on or near the green just completed, practice greens or the next teeing area, with restrictions including no bunker practice and no unreasonable delay. A Local Rule can restrict the completed-green option.
A player holes out for four, then rolls another ball over the same line while the group is still nearby. That second roll does not automatically change the already completed hole to five. It may be practice under the applicable conditions.
Do not infer permission from the score alone
A settled hole score establishes completion, but it does not tell you whether an event’s Local Rule forbids that practice. Those are separate questions: what the roll was intended to be and whether it was permitted.
This explains why a broadcast can show another putting motion without changing the score, while still leaving room for the official rules of that event. It differs from a live putt after a concession, which has its own match-play context. Identify the completed hole before deciding whether the later action belongs in its stroke total.
