Follow the supplementary exchange in Senedd questions

Use the plenary agenda to locate a question, then follow the additional questions that develop the exchange.

The agenda gives an entry point

The Senedd’s explanation of First Minister’s Questions distinguishes questions submitted in advance from the follow-up questions that develop much of the discussion. A listed question is therefore a useful starting clue, but it does not describe every part of the eventual exchange.

The checked 3 November 2026 plenary page separates questions from later business, statements, debate and voting. Use the relevant agenda item to establish the kind of proceeding before interpreting what a speaker is doing. An answer to a question and an opening statement have different immediate contexts.

Track the question as it changes

When viewing a selected exchange, write the opening question in a short paraphrase. Then note what the supplementary question adds: a request for a figure, a challenge to an assumption, an example or a request for clarification. Listen to the response that follows that addition.

This helps when a news report highlights an answer that sounds disconnected from the original published question. It may respond to a supplementary intervention. Recovering that intervention can explain the relationship without requiring you to watch every later item in the meeting.

Keep the speakers and roles attached to your notes. A member asking about a policy is making a different contribution from a minister stating the Government’s position. Do not merge the question’s premise with the answer as though both were jointly established facts.

Use the wider record for the remaining question

The official plenary guide points to the searchable Record of Proceedings, while the video item links meeting information and papers. These resources can help locate wording or the agenda context. They should be matched to the same sitting and item.

Finish the viewing note with what the exchange clarified and what it left unanswered. This is an account of the recorded discussion, not a determination of whether a policy was implemented or a legal measure took effect. Those outcomes require their own authoritative records. Keeping that boundary makes the parliamentary video more useful as evidence of what was asked and answered.

Questions answered

Does the advance question contain everything discussed in the exchange?

No. The Senedd says much of the discussion happens through follow-up questions.

Can a question’s premise be retold as an agreed fact?

Keep it attributed to the questioner and inspect the answer and other evidence before making a separate factual claim.
