Choose the passage that exposes the issue
A screen recording can contain long static sections and short bursts of movement. A single summary frame-rate value may not describe how individual pictures are spaced. Before converting the whole recording, inspect a bounded interval that includes both kinds of material.
Keep the file unchanged and record the tool version, stream and interval. FFprobe provides frame-level inspection and bounded reading facilities. A bounded inspection is evidence about that portion, so do not label the entire hour from a tiny sample without saying what was examined.
Select events that matter to the recording's purpose: cursor movement, scrolling text or a brief menu action. A static title card can look fine even when an editing path mishandles later timing.
Make the inventory serve a decision
Keep consecutive presentation times or intervals with units. Compare the report with the visible action. If intervals vary, ask whether the intended destination handles them and whether the actual symptom appears there. Variation alone is not a requirement to change the programme.
For an imagined tutorial, the source can preserve elapsed time while holding one static slide for many moments. Forcing a constant cadence may create repeated output pictures without adding new captured information. That can be acceptable for a required destination, but it should be a deliberate delivery policy.
Document the source timing and chosen output requirement separately. If conversion is needed, review duration, narration alignment and the brief action after export. A neat integer in the output inventory is not the acceptance criterion; a usable, correctly timed delivery is.
Questions answered
Can an average rate describe every frame interval?
No. Inspect frame timing when individual intervals matter.
Does uneven cadence automatically require a constant-rate export?
No. Base the decision on the actual destination and viewing task.
